A UNITED CALL FOR STRONGER ENFORCEMENT AGAINST CORRUPTION AND FOREIGN BRIBERY

WhistleblowersUK is proud to support the National Whistleblower Center’s (NWC) proposed resolution for the 11th Conference of the States Parties (CoSP11) to the United Nations Convention against Corruption (UNCAC) this December.

With the US scaling back its enforcement of the Foreign Corrupt Practices Act (FCPA), it is critical that international frameworks step up. The resolution calls for the global adoption of whistleblower incentive programs as a proven method for detecting and prosecuting transnational corruption, foreign bribery, and money laundering.

At WhistleblowersUK, we firmly believe that effective anti-corruption strategies must place whistleblowers at their heart. The resolution’s call for mandatory whistleblower awards, funded through fines and penalties, reflects a best-practice approach that has already yielded billions in successful enforcement cases under the FCPA.

This aligns with our ongoing campaign to ensure that whistleblowers are not only protected but also properly incentivised, recognising the enormous personal risks they take in exposing wrongdoing.

 

INTEGRITY, ACCOUNTABILITY, AND A GLOBAL STANDARD

The resolution calls upon State Parties to:

  • Mandate large civil penalties for foreign bribery and money laundering.

  • Allocate collected fines to compensate whistleblowers and victims.

  • Establish mandatory award programs for whistleblowers whose reports lead to successful prosecutions.

  • Increase public awareness of reporting channels across jurisdictions.

  • Provide technical assistance to countries developing whistleblower protections and incentive schemes.

These initiatives are not just legal mechanisms; they are essential in preserving democratic values, upholding human rights, and dismantling corrupt power structures that erode public trust.
